But why would we build Navy ships overseas?? Thats the bigger problem. We let our own shipyards rot for decades and now the answer is outsourcing. Genius.

Right, and when one needs repairs during a war I guess we just get in line at the foreign shipyard?

Exactly. If foreign yards are a short-term bridge then the deal better move skills equipment and follow-on work back here. Otherwise we're paying another country to keep the industrial base we supposedly need.
