People on both sides seem to be concerned about them despite every house having a ring camera, and every business having security cameras. What is so different about them that causes such an uproar?

Flock cameras are placed over public roads, and they are used to track license plates, car brand, color, and more. Every license plate number and other detail is put in a database that law enforcement can search. The reason people are upset is because they don't need a warrant to search this database. There are many instances of officers abusing this to stalk people unrelated to crimes. And there was a big instance of a woman wrongly accused of committing a crime due to incorrect Flock data.
Ring is completely different. Ring watches your porch and the clip is only viewable by unless you share it or law enforcement gets a warrant.
Police Departments want them because they prevent and solve crime. The controversy is who can search, when they can search and how long the database retains data for. There should be a limit to what the police can track without a warrant.
