Freeze the rent and nobody bothers fixing the place. 5 years later and all the appliances are breaking, paint is peeling off, and you get mold infestations.

Non rent controlled apartments get mold and broken stoves too. Giving the government more power here will actually fix the problem.

What the fuck are you talking about? Processes for repair already exist for mold and broken utilities. Rent control doesn't magically make inspectors competent, it just gives landlords fewer reasons to put money into the unit.

A process existing on paper doesn't mean it works. It can take months to repair things, and they'll ignore the problem if they would lose money on it.
