A garage can affect drainage, fire access and property lines. Not at all unreasonable to need permits

Poorly built decks etc over utility lines are real problems. There needs to be some sort of oversight from the government.

Yep. Every collapsing deck was built by somebody who was very confident permits were pointless like OP.
