Tourists already aren't counted. Student and work visa holders are if they actually live here, as they should .
Good but we better be ready to win in the courts
The problem is the Constitution says "whole number of persons" rather than citizens. I like the idea but an executive order probably won't last now that Amy Coney Barrett is a liberal.
